Homestead Act of 1862
Signed in to law by Abraham Lincoln.
The timing of it's introduction was to incentivize the enlistment of landless men into the Union Army during the Civil War.
The land speculation of the Rail Road company made the Homestead Act into an Engine of unbridled development, vastly over selling the potential to unknowing eastern Americans and fresh European emigrants.
